The scope of work includes the excavation and offsite disposal of approximately 248 cubic yards of contaminated soil and debris, followed by grading and the importation of clean backfill to restore the original grade. This process is expected to involve approximately 16 truck trips for material transport. To ensure environmental and worker safety, the project must comply with South Coast Air Quality Management District (SCAQMD) Rule 1166, which requires active air monitoring and specific VOC emission control measures, such as the use of plastic sheeting, water application, or VOC control enzymes if emissions exceed 50 parts per million. Effectiveness of the removal will be verified through confirmation sampling, and site grading will only proceed upon DTSC approval. Due to anticipated residual VOC concentrations in soil vapor, a Land Use Covenant (LUC) will be required.
