Joshua Grading and Excavating Operations Yard SPR 2025-001, CUP 2025-002, SUP 2025-003

Conco Construction proposes to establish an operations yard for Joshua Grading and Excavating on a 5.74-acre portion of a 10-acre parcel located in the Town of Apple Valley, California. The project consists of a 13,246 square foot administrative and shop building, a 10,000 square foot repair shop for passenger trucks and heavy-duty equipment, a future 6,000 square foot warehouse, and a fueling station equipped with one 12,000-gallon above-ground diesel fuel tank. Additionally, the project includes significant infrastructure improvements, including the grading and paving of approximately 0.5 miles of Tecaya Road with associated curbs, gutters, and sidewalks, as well as the paving of 545 linear feet of Dachshund Avenue ending in a half cul-de-sac. The project is situated within the North Apple Valley Industrial Specific Plan zone and is designated as Specific Plan Industrial. Comprehensive environmental reviews have been conducted to ensure compliance with the California Environmental Quality Act, including studies on air quality, noise impacts, biological resources, and cultural resources. Technical assessments have also been completed regarding geotechnical feasibility, drainage and stormwater management, and vehicle miles traveled. The project has been processed through Site Plan Review 2025-001, Conditional Use Permit 2025-002, and Special Use Permit 2025-003, culminating in a Mitigated Negative Declaration and a Notice of Determination.
