The Indian Health Service, through the Inscription House Health Center in Tonalea, Arizona, is soliciting laundry services under a firm-fixed-price contract with a base period of one year beginning July 15, 2026, and options to extend for up to three additional years through July 14, 2030. The solicitation, numbered 75H71026Q00188, is set aside exclusively for Indian Small Business Economic Enterprise (ISBEE) contractors and is evaluated under a Lowest Price Technically Acceptable (LPTA) methodology. Offerors must submit proposals in four clearly labeled volumes using PDF format only, emailed to flora.washington@ihs.gov by 5:00 p.m. MST on July 7, 2026. Contractors must ensure contamination-free handling, mending and replacement of fasteners, and separate processing of IHS laundry. Electronic invoicing is mandatory through the Department of Treasury’s Invoice Processing Platform, and all personnel must comply with security requirements, including PIV credentialing, visible identification, and daily check-in procedures. Contractors must also maintain compliance with clauses covering subcontracting, whistleblower protections, anti-lobbying, and responsible business conduct, while being registered in SAM with a valid Unique Entity ID. No contract value is disclosed due to the absence of unit pricing in the solicitation.
