Full Description
The U.S. Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS) intends to negotiate on a sole source basis with the Clarivate Analytics LLC pursuant to FAR Part 13.106-1(b)(1).
This announcement constitutes only a notice; quotations are not being requested, and separate written solicitation will not be issued.
Requirement
The Consolidated Appropriations Act, signed into law on December 27, 2020, includes Division BB, Section 109, “Reports,” which requires the Secretary of Health and Human Services, in consultation with the Federal Trade Commission (FTC) and Attorney General (AG) to conduct a study on the effects of the No Surprises Act provisions addressing surprise medical billing on: patterns of vertical or horizontal integration of health care facilities, providers, group health plans, or health insurance issuers, overall health care costs, and access to health care items and services. HHS has assigned this Report to ASPE. The initial Report to Congress was due January 1, 2023 with subsequent annual reports for the following 4 years.
As part of that work, ASPE must track changes in market concentration in the markets for health insurance in the United States. To do that it needs accurate, detailed (at both the geographic and product level) data on enrollment in different health insurance plans over time. The dataset provides enrollment at the county/state] level for commercial (both fully and self-insured), Medicaid, Medicare, and Medicare Advantage], covering all U.S. counties for 2026. The data identifies the insuring entity and includes a parent-organization/ownership hierarchy that maps individual plans and regional marketing names to their controlling parent company, satisfying the requirement to consistently aggregate national insurers operating under different brand names across regions. The data will allow ASPE staff to calculate insurer market shares and HHI of different geographic and product markets for health insurance.
The Government intends to award directly to Clarivate Analytics LLC; however, all responsible sources that believe they can satisfy the Government's requirement may submit a capability statement demonstrating their ability to meet the requirement.
Responses must provide sufficient information demonstrating the respondent's ability to provide the data that is needed.
Information received by the response deadline will be considered by the Government.
