The Department of Defense has announced that it will no longer pursue a recompete for the Manpower Programming and Execution System (MPES) Follow-On contract, opting instead to modernize and transition the legacy system's capabilities into an enterprise cloud environment. Future requirements related to cloud infrastructure, sustainment, or support services will be treated as new and separate efforts or integrated into enterprise-wide solutions. Interested and qualified contractors were initially invited to submit capability statements and participate in a virtual industry day designed to discuss current MPES contract requirements and future needs, though this event could be rescheduled in case of government closure. The MPES system supports manpower programming and execution for the Air Force and Space Force, managing vast and complex data related to manpower end strength and connecting with numerous Department of Defense systems. This contract emphasizes continuous support, maintenance, testing, and development of both unclassified and classified MPES applications. Contractors needed to demonstrate expertise in military manpower policy, programming processes, DoD PPBE practices, and advanced modeling, as well as proficiency with a wide array of technical tools and development methodologies including Agile and DevSecOps. Additionally, personnel were required to hold specific DoD certifications related to information assurance and security due to the system’s classified elements. The contract supports the sustainment and enhancement of a critical system that underpins manpower allocations and force presentation within the Department of the Air Force.
