The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) is conducting market research to identify a commercially available, self-contained, and self-powered device weighing less than one pound. This device must assist personnel wearing chemical/biological protective gear by displaying recommended work/rest cycles and hydration guidelines based on real-time weather conditions and user inputs regarding work severity and protective clothing level. The recommendations displayed by the unit must align precisely with the Army Field Manual 3-11.4 NBC Protection Table C-2, which provides detailed guidelines for work/rest times and water replacement based on heat categories determined by Wet Bulb Globe Temperature (WBGT) indices. The device must be operable by individuals wearing Mission Oriented Protective Posture (MOPP) Level IV gear and accommodate adjustments such as added heat index increments for MOPP and body armor. The work/rest and hydration recommendations cover five heat categories, each specifying limits and required fluid intake for light, moderate, and hard work, ensuring hydration and performance sustainability over at least four hours. The unit should factor in variables such as temperature adjustments related to protective clothing and operational conditions. Delivery of the device is required by September 1, 2006, with ongoing market research through July 31, 2006, though submissions beyond this date may still be accepted but not guaranteed consideration for timely award. Interested contractors capable of fulfilling these requirements are encouraged to contact the designated official to discuss product availability and specifics.
