The National Oceanic and Atmospheric Administration (NOAA) intends to extend existing purchase orders with the states of Maine, Georgia, and North Carolina to continue conducting a vessel-directory survey under simplified acquisition procedures. This survey gathers critical information about fishing effort and trip-specific details from marine recreational anglers on for-hire vessels, such as charter and party boats. The work is authorized under the Magnuson-Stevens Fishery Conservation and Management Act and follows the Federal Acquisition Regulation guidelines, specifically FAR 13 and related federal acquisition circulars. Each state will be responsible for contacting vessel captains in their jurisdiction using a standardized questionnaire and an online reporting tool, with data collection beginning in March 2006 and reporting concluding in March 2008. The extensions will modify specific purchase orders previously issued, ensuring no other vendors can perform these services since the data must be collected from these designated states. While this notice is not a formal request for competitive bids, NOAA invites interested parties to express their interest or submit proposals within ten days of the notice to help determine whether a competitive procurement is necessary. The government holds discretion to continue without competition based on the responses. A justification for other than full and open competition is on file, reflecting the unique nature of the requirement to gather data directly from the specified states. The contract involves services classified under NAICS code 541910, with the contracting office located in Silver Spring, Maryland. The designated contract specialist for inquiries is Prattsie L. Artis.
