The Department of Defense intends to award a sole-source contract to Yankelovich Partners of Norwalk, CT, to provide a subscription for proprietary data and consulting services aimed at supporting military recruiting efforts. The contract focuses on tracking attitudes and influences among two key target groups: young people aged 16-24 and their influencers such as parents, teachers, and coaches. Through the Joint Advertising Market Research and Studies (JAMRS) program, the DoD seeks to obtain detailed consumer trend data and insights from Yankelovich’s MONITOR studies, including annual subscriptions to multiple proprietary data sets such as the MONITOR Core Sponsorship, Multicultural Monitoring Study, and Youth MONITOR where applicable. The contract term includes a base year plus four option years, with the contractor responsible for inserting government-specified questions into major telephone surveys, providing detailed reports and briefings, supplying data analysis software and support, and contributing additional consulting hours for special projects. Deliverables include timely access to all subscriptions, MONITOR data reports, software installations, and training materials within two weeks of contract award or publication of data. Yankelovich will also conduct up to five customized presentations within the first year to synthesize and present key findings for the DoD. The period of performance covers one year with anticipated travel for up to six trips to Washington, DC, or other government-specified locations. This contract is procured under a sole-source justification, with the government inviting other interested parties to express capability to respond within five calendar days, though it retains discretion to proceed directly with Yankelovich in the absence of competing offers. The overall effort is intended to enhance the military’s understanding of recruiting market dynamics to improve manpower sustainability.

Solicitation # M6785426I4208
The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research via Request for Information M67854-26-I-4208 to identify commercial partners for the Marine Corps Cyberspace Environment (MCCE) Operational Support Services (OSS) and Enterprise Artificial Intelligence (AI) Integration.
