MCRDPI Boat Maintenance Contract

The contract requires a qualified small business vendor to perform preventative maintenance and diagnostic services on all range clearance vessels, motors, and trailers assigned to the Marine Corps Recruit Depot Parris Island Weapons and Field Training Battalion. The scope covers two 20-foot Metal Shark Relentless patrol boats each equipped with a Suzuki DF200AP outboard motor, two 22-foot SeaArk Roustabout patrol boats each powered by two Mercury 115XCT motors, and two trailers—one from EZ Loader and one from Charleston Trailer Company. All maintenance must be conducted by certified mechanics in accordance with Original Equipment Manufacturer specifications, ensuring that all parts including oil, lubricants, gaskets, filters, hoses, and hardware meet or exceed OEM standards. Fasteners and hardware must be marine-grade stainless steel and coated with marine-grade anti-seize during reassembly. The vendor is responsible for supplying all tools and consumables required for routine scheduled maintenance, which is capped at no more than two hours per month per vessel, motor, or trailer, with a total monthly effort not exceeding ten hours across all assets. Work must occur on-site during normal business hours Monday through Friday, 0730 to 1600, excluding federal holidays, at Building 798 in the WFTBn boat warehouse on Parris Island, South Carolina. Contract compliance is governed by strict reporting and documentation protocols. Upon completion of each maintenance cycle, the vendor must submit completed checklists to WFTBn S-4 via email or another approved method. Any repairs or issues identified that fall outside the routine scope must be reported within seven days with a detailed description of the problem, the affected asset, and a cost estimate for parts and labor; such non-routine work is handled under a separate payment mechanism. The government retains the right to conduct audits to verify the quality and compliance of work performed. Vendor personnel accessing the installation are subject to vehicle inspections and background checks for open warrants or prior felonies. Assets must not be taken out of service without prior authorization from WFTBn S-4.
