Media Relations Assistant Services for the United States Attorney's Office, (USAO) Southern District of Mississippi

The United States Attorney’s Office for the Southern District of Mississippi is seeking a small business contractor to provide Media Relations Assistant services under a five-year contract running from July 1, 2026, to June 30, 2031, with four annual option periods contingent on funding and performance. The contract is a Total Small Business Set-Aside under NAICS code 541820, requiring the contractor to supply one dedicated Media Relations Assistant to develop and execute a comprehensive media strategy aligned with the USAO’s operational goals, using broadcast, print, and social media channels to communicate programs, accomplishments, and initiatives. The Assistant must create new communication methods, adapt messaging based on public and media feedback, and apply USAO policies to resolve issues where established guidelines are insufficient. Performance will occur primarily at the contractor’s location but may require on-site work at community meetings and the USAO office in Jackson, Mississippi, with no fixed work hours—requiring availability during evenings, weekends, and holidays as needed. The contract is structured as a Lowest Price Technically Acceptable acquisition, where proposals must pass a mandatory technical evaluation covering key personnel qualifications, technical approach, and past performance before price is considered. Award will go to the lowest-priced offer that meets minimum technical standards, with no scoring weight assigned to price. The contractor must comply with extensive federal regulations including FISMA, NIST SP 800-53, FedRAMP, DOJ Order 2640.2, the Privacy Act, the Buy American Act, and prohibitions against trafficking in persons, kickbacks, and unmanned aircraft systems from covered foreign entities. All proposals must be submitted electronically by June 2, 2026, to Elge A. Stevens, and must include SF-1449 or letterhead documentation, detailed resumes of proposed personnel, full representations and certifications, and adherence to submission requirements. Invoices must be submitted monthly by the 5th of the following month to the Contracting Officer’s Representative and include detailed service descriptions, dates, itemized pricing, contractor identifiers, and separate receipts for travel expenses. Payment is governed by the Prompt Payment Act, and all contractors must maintain active SAM registration with a valid UEI and TIN throughout performance. The Contracting Officer’s Representative will oversee acceptance of deliverables, and the Government reserves the right to inspect, reject, or require reperformance of nonconforming services at no additional cost.
