Medical Third-Party Administration Services

The State of Oregon, through Administrative Services and CIS, is soliciting proposals for Medical Third-Party Administration services to manage self-insured health plans and provide network access for approximately 270 public Member Employers. The selected vendor will be responsible for claims processing, providing a robust healthcare provider network across Oregon and other membership areas, and delivering reporting and analytics on cost trends and member satisfaction. Key deliverables include the provision of member tools such as online provider directories and cost estimators, as well as the implementation of cost mitigation strategies. The vendor must ensure full compliance with HIPAA, mental health parity, and other relevant healthcare industry standards. Proposals must be submitted via the Aon TBS platform by October 14, 2026, with an anticipated contract award date of February 5, 2027, and a commencement date of January 1, 2028. Award selection will be based on the offer judged most advantageous to CIS, evaluating proposal quality, experience, and adherence to contract provisions. The successful contractor must be authorized to do business in Oregon and maintain specific insurance coverages, including at least 2 million dollars per occurrence for comprehensive general liability and 1 million dollars for automobile liability. The agreement will be governed by mutual and reciprocal indemnity, independent contractor status under ORS 30.260 through 30.300, and specific termination rights allowing CIS to terminate at its discretion with 30 days' notice.
