This notice is issued solely for market research purposes. It does not constitute a commitment by the Government, and the Government will not pay for any information submitted or reimburse any costs associated with responding.


NNSY intends to award a sole source contract to TDS Automation, Inc., the Original Equipment Manufacturer (OEM) for the Heavy Lift Transporters (HLTs). TDS Automation possesses proprietary technical data, specialized tooling, and unique expertise required to perform the overhaul. No other vendor is authorized or capable of completing this work to OEM standards.


In accordance with FAR Part 10, Norfolk Naval Shipyard (NNSY) is conducting market research to identify any additional qualified contractors capable of performing the modernization of three (3) 100‑ton Heavy Lift Transporters (HLTs), Model: 100‑Ton HLT, serial numbers 125, 126, and 127. Responses will be used for planning purposes only and will not be considered quotes or proposals.


 Requirement Description


NNSY intends to modernize three (3) 100‑ton Heavy Lift Transporters (HLTs), manufactured in 2011, Model: 100‑Ton Heavy Lift Transporter, with serial numbers 125, 126, and 127. The modernization effort will replace all major components, parts, and systems with new, current‑generation technology, while retaining the frame chassis, engine, and generator, which remain fully serviceable


Response Information


This notice is for information and planning only. No RFQ exists at this time. Do not request a copy of an RFQ and do not submit pricing information. All proprietary information must be clearly marked. The Government may request follow‑up clarification from individual respondents as needed. Responses will not be returned, and respondents are responsible for all expenses associated with their submissions. All information received in response to this Sources Sought Notice marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government reserves the right to ask follow-up clarifying questions to individual companies based on proprietary information submitted without posting those questions.
