MSG Cook Services

The U.S. Embassy Libreville is soliciting quotations for MSG Cook Services to provide comprehensive food services for Marine Security Guards at the Marine Security Guard Residence in Libreville, Gabon. The contractor is responsible for the daily preparation and service of breakfast, lunch, and dinner from Monday through Friday, providing all necessary personnel, equipment, and materials. The contract consists of a one-year base period with three one-year options and one six-month option to extend services. Performance is measured against strict quality and safety benchmarks, including a minimum 90 percent adherence to SERVSAFE, AGASA, and AGANOR standards, and a limit of no more than three customer complaints per month. Award will be made on a Lowest Price, Technically Acceptable basis to a responsible contractor. Technical acceptability is determined via a pass/fail evaluation of the contractor's quality of services, risk management, reporting, and HACCP plans. Contractors must maintain active registration in the System for Award Management and comply with various federal regulations, including the Buy American Act, Trade Agreements Act, and specific prohibitions on certain telecommunications and video surveillance equipment. All food handling must align with FDA, USDA, and Codex Alimentarius guidelines, utilizing first-in, first-out rotation and proper date labeling to ensure safety and freshness.
