Mud Mountain Dam Janitorial Services

This contract is a firm-fixed-price, non-personal services agreement for custodial services at the Mud Mountain Dam Project Office in Enumclaw, Washington, exclusively set-aside for Economically Disadvantaged Women-Owned Small Businesses (EDWOSB) under the SBA’s certified program. The contractor is responsible for providing all personnel, equipment, supplies, tools, and supervision necessary to meet industry-standard janitorial requirements across all restroom, office, and common areas, with performance governed by a detailed Performance Work Statement that includes routine and emergency cleaning tasks, quarterly window cleaning, and strict quality thresholds requiring at least 95% task completion without complaints. The base period runs from June 1, 2026, to May 31, 2027, with four optional one-year periods and a potential six-month extension, all subject to government approval. Award will be made to the lowest-priced, responsive, and responsible offeror who meets the mandatory minimum experience requirement: demonstrating prior performance on a facility of at least 5,000 square feet with an annual contract value of $50,000 or more, with no additional evaluation factors considered beyond this pass/fail threshold under a lowest-price technically acceptable methodology.
