NOTICE OF CONTRACTING ACTION This announcement constitutes a Notice of Contract Action by the Department of Education. The Department intends to extend contract number ED-IES-13-C-0025 on a sole source basis to provide continuing support to the National Center for Education Statistics (NCES). The Department proposes to enter into negotiations on sole source basis with Hager Sharp Incorporated to provide publications, operations, outreach and dissemination support (PO2DS) to one of its flagship programs, the National Assessment of Educational Progress (NAEP) and related Assessment Division programs. The modification will serve as bridge to allow for additional time to compete the follow-on contract. If the Government were to compete this effort and award to another contractor, an award to any other source would result in "unacceptable delays in fulfilling the agency's requirements" (FAR 6.302-1(a)(2)(iii)(B)). Changing contractors before the transition to the new (PO2DS) contract would add significant risk to the Department's ability to provide timely and pertinent information to NAEP stakeholders and targeted audiences. The contract was competitively awarded on April 2, 2013. The subject contact action will be a follow-on bridge contract pending transition to the new publications and outreach support contract which is expected to be awarded on or before November 30, 2018. The authority permitting other than full and open competition is 10 USC 2304(c)(1), as implemented as follows: - 10 USC 2304 (c)(1) and 10 USC 2304 (d)(1)(B)(ii), as implemented by FAR 6.302-1 (a)(2)(iii)(B) - For DOD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency requirements. The Government requests that initial feedback, comments and questions be received no later than five (5) calendar days from the posting date of this notice to fbo.gov. This notice is not a request for quotes and no solicitation will be issued. Any firm that believes it can provide the stated service can provide supporting documents demonstrating their capability. Responses received will be used for the future acquisition. We encourage interested parties to review our FBO notice prepared for the recomplete under solicitation number 91990018QPO2DS. Please submit all questions, comments and feedback regarding this notice via e-mail to the following points of contact: Sabrina Phillips, Contracting Officer: Sabrina.Phillips@ed.gov and Kevin Wade, Contract Specialist: Kevin.Wade@ed.gov. This Notice of Contract Action is for planning purposes only and does not constitute a Request for Proposal nor does the issuance restrict the Government to a single acquisition approach. The Government will not pay for any information received in response to this notice nor will the Government compensate a respondent for any costs incurred in developing the information provided in response to this notice.
