Solicitation 47QMCA25Q0054 is a competitive, firm-fixed-price request for quotation issued by the General Services Administration on behalf of the Department of the Navy for the procurement of three 34-ton step-deck trailers. This total small business set-aside under NAICS 336212 requires the design, fabrication, and certification of trailers capable of transporting ISO 668 containers and breakbulk cargo with a minimum load capacity of 70,000 lbs. The trailers must feature air-ride suspension, ABS braking, and specific electrical interfaces, and must be painted flat lusterless green per SAE AMS-STD-595A. Performance is subject to strict military standards, including MIL-STD-209K and MIL-STD-1366E for lifting and tie-down provisions, and requires ATTLA certification prior to final acceptance. The contract follows a best-value trade-off award process where non-price factors, such as past performance, vendor capability, warranty, and delivery terms, are significantly more important than cost. Deliverables include the trailers, technical manuals, and a 60-month comprehensive bumper-to-bumper warranty. Inspection will occur at the OEM facility for the first production trailer and at the final destination for subsequent units, with final acceptance taking place at the Navy Expeditionary Medical Support Command in Williamsburg, Virginia. Proposals must be submitted in two separate volumes—technical and pricing—by November 11, 2025, via SAM.gov and email to the contracting officer.
