AI Contract Overview
Norfolk Naval Shipyard intends to award a Firm Fixed Price single award contract for court reporting services as a 100% Small Business set-aside under NAICS code 561492 and Product Service Code R606, with all offers required to be submitted via email as a single Adobe Acrobat PDF attachment to Jordan Moore by the specified deadline. The requirement is for a certified court reporter to provide verbatim transcription services for a two-day EEOC hearing scheduled for June 24–25, 2026, at Building 276 in Portsmouth, Virginia, with the contractor required to be on-site by 8:00 a.m. EDT each day for the full duration of proceedings conducted via Microsoft Teams. Performance period runs from June 15 to July 15, 2026, with deliverables including one searchable electronic transcript in PDF or ASCII format with a word index, one hardcopy transcript, and one electronic copy to the agency representative, all due within ten calendar days of hearing adjournment. The evaluation is conducted using a Lowest Price Technically Acceptable (LPTA) methodology, where offerors must receive an “Acceptable” rating in Technical Capability and Past Performance before price is considered, with the lowest evaluated price determining award. Offerors must submit a completed SF-1449 with unit pricing, technical capability certification and narrative, past performance references from the past five years, and price information—all compiled into one PDF—and must hold current certification as a court reporter. Compliance with FAR 52.212-1 and 52.212-4 is mandatory, and failure to provide all required documentation by the deadline will disqualify an offer. The contract includes numerous FAR and DFARS clauses covering cybersecurity, information safeguarding, labor standards, payment procedures, and prohibitions on confidential agreements, foreign influence, trafficking, and DEI discrimination. Security requirements are strict: contractors must complete Cyber Awareness, OPSEC, and CUI training, adhere to physical access controls prohibiting personal electronic devices in restricted areas, and avoid any disclosure of Controlled Unclassified Information or Naval Nuclear Propulsion Information. Payment is to be processed through Wide Area WorkFlow (WAWF), and all invoices must reference the DoDAAC N50082, with remittance handled by the NNSY Accounts Payable Branch. No contract value is specified due to blank pricing fields on the SF-1449. All
