The City of South Jordan intends to award a contract without competition to Personnel Systems & Services, Inc., for software that surveys, analyzes, and compares job compensation.
The survey portion of the software includes: 1. Initial employee engagement exercise--- Job Value Survey A. Ranking importance of Job Value influencers a. Job Knowledge b. Responsibility c. Difficulty d. Work Environment
The product enables the organization to manage ongoing issues and changes in the marketplace in “real time”, updating survey data from year to year or month to month within a dedicated section of the instrument which instantly refreshes all the instrument analysis and constructs a new pay plan. Within the pay plan a unique feature enables the organization to target a specific “competitive objective” to be set in relation to the market group. An additional feature allows the organization to apply from year to year any market adjustment or COLA adjustment which flows through the instrument. The final aspect of the software is a budget instrument which identifies needed changes in base pay to move employees to a new pay plan.
