The Federal Aviation Administration intends to award a single source contract to Bendixen Consulting for a Visual Procedure Check program license agreement and associated engineering services. This proprietary software is essential for validating ARINC 424 coded instrument flight procedures, supporting the National Aeronautical Navigation Services mission to provide critical flight procedures and aeronautical charts globally. Because Bendixen Consulting holds the exclusive rights to the software, the FAA has determined that no other source can satisfy these requirements, and any interruption in service could compromise flight safety and quality assurance processes. The estimated total cost for this procurement is 275,698.77 dollars, utilizing a firm-fixed price structure for licensing and labor hour pricing for engineering services. The contract term consists of a one-year base period with up to four one-year option periods. This announcement serves as a formal notice of the intent to bypass full and open competition due to the specialized and proprietary nature of the system.
