Scheduled Airlines Traffic Offices (SATO) Inc. is set to be awarded a sole source contract to continue providing commercial travel services for Marine Corps Base Camp SD Butler, its satellite activities, US Army Torii Station, and its tenant commands. This contract, issued under FAR 6.302 authority, will serve as a bridge from October 1, 2006, through September 30, 2007, with four additional six-month option periods to cover any delays in awarding the Defense Travel Management Office's (DTMO) World Wide Commercial Travel Office (CTO) Services contract by the US Army Contracting Agency ITEC4. The World Wide CTO contract was originally scheduled to become effective on October 1, 2006, immediately following the expiration of the prior CTO contract for these locations. However, due to guidance from USMC Headquarters in July 2006, the award of the World Wide CTO contract has been delayed, necessitating a seamless extension of the current travel services without any interruption. This notice is not a solicitation for proposals but allows any firm capable of meeting service specifications and being operational by October 1, 2006, to notify the Contracting Officer for consideration. The government retains sole discretion on whether to compete the requirement based on any responses received. The award process is managed as a simplified acquisition under FAR 6.3 for other than full and open competition, with an anticipated award date of September 15, 2006. Meanwhile, the US Army ITEC4 continues with the solicitation phase for the World Wide CTO contract under solicitation number W91QUZ-06-R-0051, planned as a full and open competition. The point of contact for this requirement is Sakura Higa, based internationally.
