The U.S. Coast Guard intends to award a sole-source, firm-fixed-price contract to Stichting Maritiem Research Instituut Nederland, doing business as MARIN, for access to the PANSHIP software to support seakeeping analysis of coast guard cutter boats. The estimated value of the contract is $11,600, and the requirement falls under NAICS code 513210 with a product service code of 7A21. MARIN is designated as the only responsible source capable of meeting the agency’s technical needs, as no other entity can provide the specialized simulation capability required to evaluate the dynamic stability of vessels in moderate to severe sea conditions. The acquisition is justified under RFO FAR 6.103-1 and 10 U.S.C. 3204(a)(1), allowing for non-competitive procurement based on the sole source exemption, and is conducted under simplified procedures for commercial acquisitions below the threshold. This notice is not a solicitation for offers and no competitive bids will be accepted unless compelling evidence is submitted demonstrating that competition would be advantageous without imposing undue cost or delay to mission-critical objectives. Responses must be provided via email to the contracting officer, Joshua C. Richardson, by August 12, 2026, and only written submissions will be considered; phone inquiries will not be acknowledged. The technical contact is Nader Michael Makram. The acquisition is not set aside for small businesses, and performance will take place in Curtis Bay, Maryland. The agency retains sole discretion over whether to proceed with the sole-source award or open the requirement to competition based on any feedback received.
