Novo Irradiation equipment in support of Oak Ridge National Laboratory.

The Nuclear Nonproliferation Division at Oak Ridge National Laboratory is seeking to procure Novo irradiation equipment or a qualified domestic equivalent under solicitation PR488234, with responses due by August 4, 2026. The equipment must be delivered onsite to ORNL in Oak Ridge, Tennessee, under FOB Origin terms, with transportation costs reimbursable under Contract DE-AC05-00OR22725. All deliveries must be made by a U.S. citizen, and performance is subject to a period exceeding 120 days, triggering compliance with federal labor, safety, and reporting requirements including FAR 52.222-54 and DOE Order O 221.1B. Offerors must comply with extensive security protocols, including DOE access authorization for personnel, mandatory fingerprinting, urine analysis, background investigations covering credit, education, employment, and local law enforcement checks, and random drug testing for cleared individuals. All subcontractors must flow down security, PII protection, and compliance clauses regardless of tier. Electrical equipment must bear NRTL certification, and hazardous materials must meet DOE O 460.1D packaging and transportation standards.
