Contract CW33250 is a cooperative purchasing agreement between the Pennsylvania State System of Higher Education (PASSHE) and ExcelSoft Technologies Inc. for the provision of online proctoring solutions. Effective from January 1, 2026, through December 31, 2031, the contract allows public agencies nationwide to procure services via OMNIA Partners. The solution, specifically the easyProctor platform, provides automated, live, and record-and-review proctoring integrated with the Brightspace by D2L Learning Management System. Key technical requirements include browser lockdown software, AI-based identity verification, end-to-end encryption, and 24/7 technical support, with a mandated 99.9% uptime during examination periods and a 15-minute response time for technical issues. The agreement is governed by a weighted evaluation process where technical factors accounted for 70% and cost 30% of the award decision. Pricing is locked for the first three years, with a 5% escalation applied in years four and five. While the contract has an unlimited maximum value, it requires the contractor to maintain commercial general liability insurance with limits of $5 million per occurrence and $10 million in the aggregate. Additionally, the contract includes a strict Data Security Addendum to ensure compliance with FERPA, HIPAA, and the Pennsylvania Breach of Personal Information Notification Act. The contractor must also ensure the solution remains ADA compliant and provide a Voluntary Product Accessibility Template (VPAT).
