Little Mountain Testing Facility (LMTF) Progress-Design-Build OTThe U.S. Army Corps of Engineers, Sacramento District, is soliciting a Progressive Design-Build Other Transaction agreement for the construction of a 50,000 square foot Radiation Research Facility at Little Mountain Testing Facility on Hill Air Force Base, Utah, under authority of 10 U.S.C. § 2808a. The project, classified under NAICS 236210, has an estimated Not-to-Exceed value of $111.5 million and is intended to modernize testing capabilities for the Sentinel weapon system and support critical nuclear hardness missions, including the Advance Radiation Environment Simulator for the Ground Based Strategic Deterrent program by CY2035, while maintaining uninterrupted operations for the existing Minuteman III system. The procurement utilizes a qualifications-based, multi-step selection process beginning with a 10-page White Paper submission, followed by pitch meetings and a conceptual design review, with only one firm ultimately selected to perform Phase 1 design and pre-construction services and potentially transition into Phase 2 final design and construction via a fixed-price or guaranteed maximum price modification. The selected Design-Builder must meet stringent security, cybersecurity, and facility standards, including compliance with ICD/ICS 705, CMMC Level 1 self-assessment certification, and adherence to OSHA, EM 385-1-1, Davis-Bacon, ADA, and ABA requirements. All submissions must be made through the PIEE Solicitation Module, and proposers must be registered in SAM with a valid UEI and maintain active registration throughout contract performance. The facility must achieve a 50-year lifecycle and conform to Air Force building requirements using Unified Facility Guide Specifications processed through SpecsIntact software. Key deliverables include detailed furniture, fixtures, and equipment packages, HVAC controls, fire protection systems, and comprehensive operational documentation for startup, shutdown, and emergency procedures. Design and construction phases are strictly phased: construction may not begin until the Agreements Officer accepts the Design Complete Construction Documents. Daily site cleanliness, hazardous waste handling per 40 CFR 262 and DOT shipping rules under 49 CFR 172, and storage criteria requiring materials to be covered, off the ground, and kept dry are mandatory. Payment processing and project administration occur through the Resident Management System, with invoices requiring updated submittal registers and no direct payment allocated for RMS system maintenance work. The vendor must provide a Site Safety and Health Officer reporting independently of the QC Manager, maintain continuous
