OPP-1980 - Media Management Software and Support Services for the Ontario Provincial Police

The Government of Ontario, through the Ministry of the Solicitor General, is seeking a qualified vendor to provide Media Management Software and Support Services for the Ontario Provincial Police. The objective is to implement a unified, web-based solution to centralize and manage traditional and digital media monitoring and social listening. Key technical requirements include multi-platform monitoring of services such as Facebook, Instagram, and X, utilizing geofencing, adaptive listening for early spike detection, and the ability to synthesize data into actionable insights and topic synopses. The contract is structured for a one-year initial term with two optional one-year extensions, starting in the second quarter of 2027. Bidders must meet mandatory eligibility requirements and provide pricing in Canadian funds with HST itemized separately. Evaluation is conducted in stages, beginning with a pass/fail review of mandatory requirements and solution documentation, followed by a technical evaluation and a commercial scoring process based on the lowest bid price. Additional requirements include obtaining specific contractor security clearances, maintaining insurance coverage, and adhering to the Occupational Health and Safety Act and the Accessibility for Ontarians with Disabilities Act. Preference is given to bidders who can demonstrate significant Ontario-based capabilities and resources.
