OSR Ship Rider Requirements

The contract supports the urgent operational need for Ship Riders and On-Site Representatives (OSRs) to provide continuous, embedded technical support to Littoral Combat Ships (LCS) of the 2 Variant operating in the Western Pacific and Indian Oceans under Operation Epic Fury. The requirement is fulfilled through a sole-source task order issued under the SEC WEST III MAC IDIQ vehicle, justified under FAR 16.507-6(b)(1) due to the unacceptable risk of mission disruption should services be transitioned to a new contractor. Duke Marine Engineering Consultants (DMEC), the incumbent, possesses unique, irreplaceable expertise through personnel already integrated aboard deployed vessels such as the USS Tulsa and USS Santa Barbara, and their immediate continuation is critical to maintaining vessel readiness during high-tempo deployments across key theaters including Singapore, Japan, Guam, Vietnam, Thailand, Malaysia, Indonesia, the Philippines, India, Sri Lanka, Diego Garcia, and South Korea. Performance spans six months from 31 May to 30 November 2026, with shore-based OSRs coordinating Hull, Mechanical, and Electrical (HM&E) support from Singapore, ensuring seamless troubleshooting, casualty reporting, and rotation planning. No cost value is disclosed, and no options or extensions are included; a full and open competition is planned for any follow-on effort. The government retains full responsibility for inspection and acceptance at the point of service, with standards guided by FAR 15.4 cost reasonableness and compliance with existing class sustainment contracts rather than technical specifications.
