P-384 TCP Treatment Facility Project (Project)

The project involves the construction and operation of a granular activated carbon filtration facility to remove 1,2,3-trichloropropane from groundwater conveyed through the existing P-384 Distribution System prior to its discharge into the California Aqueduct. The facility will be located on an 8.52-acre site adjacent to the P-384 Pump Station and Pond-Poso Canal in Kern County, California, within a newly acquired property identified by APN 069-262-49. Treatments will be applied to up to 80 cubic feet per second of groundwater, with the primary objective of meeting the Aqueduct’s TCP water quality standards. The facility will be housed in a single building measuring approximately 112 feet by 222 feet and will include supporting infrastructure such as a storage tank and holding pond for backwash management. The system will integrate directly with the existing P-384 Distribution System without expanding its previously authorized use. Environmental compliance has been established through CEQA categorical exemptions under Class 1 and Class 3, confirming no significant environmental impact, and the project is exempt from further environmental review. The Semitropic Improvement District is the lead agency and project proponent, with Jason Gianquinto, General Manager, listed as the primary point of contact.
