Paper, Continuous Feed, Offset Book (RFI)

The Department of General Services, Procurement Division (DGS-PD) has issued a Request for Information (RFI) to conduct market research for a new statewide mandatory contract for various paper products, including continuous feed, offset book, bond, roll, and folio. This RFI serves as the preliminary step toward a formal competitive solicitation, such as an Invitation for Bid (IFB) or Request for Proposal (RFP), expected in December 2026. The estimated annual contract value is 5 million dollars. The procurement aims to support the Office of State Publishing and other agencies like the DMV and EDD by securing high-quality materials, including 60# inkjet treated paper, OCR bond paper, VRC paper stock, and chipboard for structural support and protection. Technical requirements are stringent, mandating that products be mill converted and packaged with specific restrictions on roll winding and splices, allowing no more than two splices per roll and prohibiting them near the core or outer diameter. Quality standards are high, with a zero-tolerance policy for mill reprocessing and a strict rejection threshold where a single paper jam in a lot can lead to the rejection of the entire shipment.
