The Naval Surface Warfare Center, Philadelphia Division, is conducting market research under Request for Information N64498-26-RFPREQ-PD-42-0063 to identify qualified entities capable of performing depot-level repair services on the U.S. Navy’s M250-KS4 Marine Gas Turbine Engines, NSN 2835-01-493-3966. To be considered capable, offerors must demonstrate they are a Rolls-Royce Authorized Maintenance, Repair, and Overhaul Center (AMROC) for the M250 engine family, possess or have access to all original equipment manufacturer-specific tools and fixtures, and can comply with the 250-C20B technical manuals and Navy directives. The repair must achieve Ready for Issue status with no oil or fuel leaks and meet performance standards for shaft horsepower, specific fuel consumption, and vibration under standard Navy day conditions. The engine repair effort requires full teardown, inspection, testing, overhaul, preservation, and packaging in accordance with Navy technical documentation. Contractors must ensure all shipping containers are inspected, repaired if minor damage is found (costs under $500), and reconfigured with new gaskets, seals, desiccants, and proper labeling including engine serial numbers and NSN. All internal components must be free of corrosion and use only authorized parts—OEM, DLA, or Navy-owned serviceable items. A complete repair turnaround time of 180 days is required, broken into 45 days for induction and proposal development and 135 days for post-award repair and testing.
