Leander Independent School District (LISD) is seeking proposals for Pharmacy Benefit Manager (PBM) services and other pharmacy-related point solutions, including alternate funding programs, which may be offered independently or in combination. The district operates a self-funded medical plan with a carved-out pharmacy benefit manager and currently employs a Benefits Consultant as broker/consultant for these plans. However, LISD explicitly excludes proposals from brokerage or consulting firms, as it is not seeking those services at this time. Vendors responding to the RFP should include an option closely matching LISD’s existing plan design and formulary, while acknowledging the district’s flexibility to modify plan options annually. Pricing proposals should be independent of the number of plan options, specific plan designs, or Medical TPA partnerships. LISD operates under Texas Education Association (TEA) regulations and is not governed by the U.S. Department of Labor’s ERISA rules. The solicitation is identified by number 26016M31 and was posted on May 12, 2026, with proposals due by May 28, 2026. The contract pertains to services performed in Texas, with primary contact for the solicitation being Mary Ann Noble. The district uses Utah as the benchmark state for reference purposes. Interested vendors can find additional information and submit proposals via the district’s procurement portal.
