AI Contract Overview
This contract encompasses the provision of preventive maintenance, emergency repair, and annual safety inspections for four elevator cars located in the main tower of the Phoenix Indian Medical Center, a federal facility on federal property under the jurisdiction of the Phoenix Area Indian Health Service Director of the Office of Environmental Health and Engineering, not the City of Phoenix. Two elevators serve staff exclusively with PIV card access, while the other two serve patients, with mechanical access points located on the roof penthouse above the fifth floor. The work requires monthly preventive maintenance, biannual inspections per ASME A17.1/CSA B44 Appendix N, annual safety testing including oil buffers, governors, and emergency power evaluations, and emergency response within two hours of an outage, with a cap of 15 emergency service hours annually. All technicians must be certified, inspections must be conducted by QEI-1 certified inspectors, and parts costs are strictly limited to $25,000 per option year. The contract is structured as a firm fixed price with a base year and four one-year options, potentially extending performance to five years, and requires submission of proposals in three volumes: pricing, technical approach, and past performance, with the technical volume limited to 15 pages. The solicitation is designated as a total small business set-aside under NAICS code 811310 with a 1,000-employee size standard, and bids are evaluated on a best-value trade-off basis, weighing technical approach, past performance, and price without a predetermined weighting. Proposals must be submitted via email to Kerri Gilmore by May 6, 2026, and must include completed pricing schedules, certifications for qualified personnel, and at least three past performance records. Payment is processed electronically through the Treasury’s Invoice Processing Platform, with no use of WAWF, and all contractors must comply with numerous federal regulations covering ethical conduct, cybersecurity safeguards, labor standards, whistleblower protections, and supply chain restrictions, including prohibitions on products from Kaspersky Lab, ByteDance, and certain foreign telecommunications equipment. The hospital’s tax-exempt status under Arizona law, confirmed by an exemption letter effective January 1, 2025, applies, requiring vendors to substantiate exempt status using Arizona Form 5000HC. The Contracting Officer’s Representative, Douglas Barber, retains final approval authority for parts, inspection documentation, and overall compliance.
