Point In Time Count Technical Assistance Request for Intermediate Proposals

Multnomah County's Homeless Services Department is seeking a technical assistance provider under solicitation RIP-51-2027 to project manage, organize, and administer the Point In Time Count. The selected provider will be responsible for coordinating across government agencies and community partners, collecting data from hard-to-reach populations, and communicating data analysis to stakeholders and the general public. This is a Request for Intermediate Proposals with an expected initial term expenditure of less than 250,000 dollars. The contract term and specific compensation methods will be negotiated upon the selection of a supplier. Proposals are due by November 6, 2026, at 4:00 PM PST and must be submitted as PDF files. The county will award the contract to the responsible supplier deemed most advantageous based on an evaluation panel's scoring. The process may include the establishment of a competitive range and an optional Best and Final Offer stage before negotiations begin with the highest-scoring responsive supplier. Payment terms are set at Net 30. Applicants must provide certifications regarding their residency status per ORS 279A.120, organizational conflicts of interest, and debarment status, while the awarded supplier must provide proof of insurance during the contracting phase. Participation from minority-owned, women-owned, and emerging small businesses is strongly encouraged.
