This contract involves a comprehensive training initiative aimed at enhancing the capacity of civil servants in Indonesia to identify and counteract radicalism, intolerance, and terrorism linked to various radical movements within society. The training, facilitated by US Department of Justice/ICITAP personnel, targets approximately 400 participants from multiple agencies, including the Indonesian National Police, Ministry of Religion, and district governments, with the goal of disseminating knowledge locally to prevent the growth of extremist ideologies that threaten national security and support U.S. government security interests. The activity includes organizing a 3-day event in Pandeglang, Banten, in early January 2026, requiring venue services, lodging, logistics, and technical support for around 410 attendees. The scope emphasizes venue standards, participant accommodations, and logistical arrangements, with performance monitored through quality assurance plans and complaint thresholds. The solicitation, issued by the US Embassy Jakarta, specifies a firm fixed-price procurement process with evaluation based on responsibility, acceptability, and price, prioritizing the lowest responsible and technically acceptable offer. The procurement involves detailed contractual clauses, including FAR provisions on commercial items, security, and permits, but does not specify set-asides or socioeconomic classifications. The contract performance is scheduled for January 6–8, 2026, with deliverables including venue arrangements, lodging, meals, and logistical support, all to be provided at the designated venue in Indonesia. The RFQ indicates incomplete pricing data, suggesting it may be a draft or template, with the actual contract value to be determined based on submitted proposals. Administrative details include submission deadlines, electronic proposal procedures, and contact points at the US Embassy, with emphasis on compliance with local laws, security standards, and federal acquisition regulations.
