The Montana Army National Guard is seeking prepared meals to support the 260th ESC Annual Training in Culbertson, Montana, under solicitation W9124V26QA003, a combined synopsis and solicitation issued as a Request for Quotation under FAR Part 12. The requirement is a 100% small business set-aside under NAICS Code 722320 for caterers, with a performance period from July 10 through July 24, 2026. The vendor must prepare approximately 1,120 breakfast meals and 1,120 dinner meals daily, with an additional 16 lunches provided only on July 24, all to be delivered buffet-style to the Culbertson Armed Forces Reserve Center. Meals must meet restaurant-quality standards, comply with the FDA Food Code, and maintain strict temperature controls—hot food at 135°F or above and cold food at 41°F or below—with all ingredients sourced from approved vendors. The contract is fully self-supported; no government property will be provided, and the vendor is responsible for all logistics, including adequate personnel for timely delivery. Proposals must be submitted via email to Mike Davies by May 28, 2026, and must include a completed 14-day sample menu and pricing via the provided matrix to be considered technically acceptable. The government plans to award without discussions, so vendors must submit their best offer upfront. Evaluation will prioritize technical acceptability, past performance as verified through CPARS and SPRS data, and price reasonableness determined through competition. Contractors must be active in SAM, comply with all relevant FAR and DFARS clauses—including those covering subcontracting, cybersecurity, export control, sustainable products, and executive compensation reporting—and hold appropriate food industry permits and insurance. Payment will be processed electronically through the Wide Area WorkFlow system with designated DoDAACs, and contractors must maintain compliance with the Buy American Act and other federal mandates. Any deviations or amendments to the Statement of Work, such as clarified meal variation language in Sections 2.3 and 7.1, must be fully assessed and incorporated into proposals.
