Full Description

The U.S. Trade and Development Agency connects America's private sector to infrastructure projects in developing and middle-income countries. USTDA accomplishes its mission by funding feasibility studies, technical assistance and pilot projects that integrate the expertise and innovation of American companies. The Agency also connects overseas buyers with U.S. sellers through its reverse trade missions, industry conferences and workshops. Unique among federal agencies, USTDA is mandated to promote the participation of U.S. industry in infrastructure projects at the critical early stages when design choices and technology options are being defined. In support of this mission, the evaluation function within USTDA's Program Monitoring & Evaluation Office (M&E Office), is seeking the services of a monitoring and evaluation contractor (Contractor) familiar with export promotion and/or foreign assistance programs that can evaluate and report the outcomes of USTDA-funded activities. The selected Contractor will be asked to perform and manage the evaluation of anywhere between 150 to 400 USTDA activities, providing individual reports for each, as well as a final report summarizing all work performed under this performance work statement. The contractor can also recommend how to strengthen USTDA's evaluation processes, methodologies, and measurements. These services will help the M&E Office to collect the data and information required for qualitative and quantitative analysis that identifies the most effective ways to leverage the Agency's funding and inform the Agency's decision-making processes. IDIQ - Reverse Trade Missions, Conferences, Workshops, Trainings, and Other Events
Solicitation # 1131PL27R0001
The U.S. Trade and Development Agency (USTDA) is establishing a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract to secure a pool of qualified contractors for the planning and implementation of partnership-building activities. These activities include reverse trade missions, conferences, forums, workshops, and trainings, which may be conducted in person, virtually, or in a hybrid format both within the United States and overseas. The scope of work encompasses a full range of event management services, including project management, venue and vendor coordination, international travel logistics, participant recruitment, and post-event evaluation. The contract has a total ceiling of 100 million dollars, with a twelve-month base ordering period and four twelve-month option periods. This procurement is a partial small business set-aside under NAICS 561920, with the government intending to award up to 15 contracts, at least five of which are reserved for small businesses. Task orders are capped at 3 million dollars each, and individual contractors are limited to 5 million dollars in services per year. Pricing follows a firm-fixed-price model for nine core labor categories and a cost-reimbursable model for other direct costs. Awards are based on a best-value tradeoff, where technical expertise and relevant past performance are considered significantly more important than price. Contractors must adhere to strict quality control standards, including the mandatory human review and disclosure of any AI-generated content used in deliverables.
