Program of Projects

The Town of Florence is seeking industry input through a Request for Information to evaluate the feasibility of a public-private partnership for a coordinated program of transportation projects connecting Arizona Farms Road on the north to SR 287 on the south across the Gila River. This initiative aims to enhance regional connectivity, reduce congestion, improve emergency response times, and support long-term economic development through a potential north-south corridor including key links such as the L505 Tier 2 Corridor, Plant Road – Hunt Highway, and Butte Avenue – Plant Road. Respondents are asked to address ten detailed questions covering their business background, experience with similar infrastructure projects, proposed funding and financing mechanisms, project timelines, cost-benefit analyses, innovative delivery methods, advantages of private-sector involvement, potential long-term contractual arrangements, and coordination with adjacent landowners. All submissions must be submitted as a single PDF not exceeding ten pages in 12pt Calibri font via the OpenGov procurement portal by August 20, 2026, and must include a cover letter and completed responses to the questionnaire in Appendix B. The Town explicitly states that no contract will be awarded as a result of this RFI; the purpose is solely to gather insights to inform future procurement strategies, financing models, and project design. Submitted materials become the sole property of the Town of Florence, with no intellectual property rights retained by respondents, and may only be claimed as confidential if properly marked and justified under Arizona Public Records Law. No formal contract clauses, pricing, evaluation weights, or binding obligations exist at this stage; the agency is in a planning phase and will use responses to determine viability, structure, and potential approach for a future solicitation.
