BID TYPE RFP DESCRIPTION
Purpose of the RFP. The Issuer is providing this Request for Proposal (the “RFP”) for underwriting services respecting the issuance of its Limited Obligation Bonds, Series 2026 (the “Bonds”), in amounts to be determined, the proceeds of which will be used, without limitation: (i) to acquire, construct and/or equip a new municipal aquatic center (the “Facility”) at a cost of approximately $12,000,000; and (ii) to pay costs of issuance of the Bonds. The Facility will be jointly used by the City and the Madison City Board of Education (the “School Board”).
Scope of Work. The firm selected to underwrite the Bonds will be expected to perform all normal and customary services performed by underwriters in financings of this nature and to assist the efforts of the financing team (including, without limitation, the Issuer, the City, the City’s senior staff, the Financial Advisor and Bond/Disclosure Counsel). The scope of services includes, but is not limited to, assisting with the preparation of the preliminary and final official statements, recommending financing structures, including maturities and couponing, assisting with developing and presenting information to investors, monitoring and informing the Issuer, the City and the Financial Advisor on market conditions and developing marketing strategies, assisting in the marketing, sale and closing, preparing reports of sale results, performing such duties that are imposed by law or regulations regarding post-closing disclosures and providing such other services as might be required.
It is expected that firms will be notified of the status of their respective proposals in early October 2026; however, the Issuer has set no award date. As market conditions or other factors may dictate that the process of issuing the Bonds commence on short notice and be expedited, the respondent must be capable of, and commit to, dedicating sufficient personnel to achieve the timing requirements established by the Issuer.
