BID TYPE RFP DESCRIPTION
Purpose of the RFP. The Issuer is providing this Request for Proposal (the “RFP”) for underwriting services respecting the issuance of its Limited Obligation Bonds, Series 2026 (the “Bonds”), in amounts to be determined, the proceeds of which will be used, without limitation: (i) to acquire, construct and/or equip a new municipal aquatic center (the “Facility”) at a cost of approximately $12,000,000; and (ii) to pay costs of issuance of the Bonds. The Facility will be jointly used by the City and the Madison City Board of Education (the “School Board”).
Scope of Work. The firm selected to underwrite the Bonds will be expected to perform all normal and customary services performed by underwriters in financings of this nature and to assist the efforts of the financing team (including, without limitation, the Issuer, the City, the City’s senior staff, the Financial Advisor and Bond/Disclosure Counsel). The scope of services includes, but is not limited to, assisting with the preparation of the preliminary and final official statements, recommending financing structures, including maturities and couponing, assisting with developing and presenting information to investors, monitoring and informing the Issuer, the City and the Financial Advisor on market conditions and developing marketing strategies, assisting in the marketing, sale and closing, preparing reports of sale results, performing such duties that are imposed by law or regulations regarding post-closing disclosures and providing such other services as might be required.
It is expected that firms will be notified of the status of their respective proposals in early October 2026; however, the Issuer has set no award date. As market conditions or other factors may dictate that the process of issuing the Bonds commence on short notice and be expedited, the respondent must be capable of, and commit to, dedicating sufficient personnel to achieve the timing requirements established by the Issuer.

The County of Orange, through the County Executive Office of Budget and Finance, is conducting a solicitation process under DBA 23-000122 to establish an Approved Broker-Dealers List for investment-related services. This process evaluates Broker-Dealers based on a standardized points-based scoring matrix, focusing on client services, references, investment types, trade confirmation efficiency, primary dealer status, electronic trading platforms, research portals, and firm experience. Submission of the application is required by October 21, 2026, at 3:00 pm via the County's online bidding system in PDF format. RFQ#2626-004 Broker/Dealer Questionnaire & Certification
Solicitation # RFQ#2627-004
The City of Redondo Beach is soliciting responses from qualified broker-dealers to establish an Approved List of firms to invest the proceeds of its Measure FP General Obligation Bonds. This voter-approved bond measure totals 93,350,000 dollars and is dedicated to the reconstruction of two fire stations and the modernization of police facilities. The City anticipates issuing the bonds in early November 2026 and will utilize a competitive shopping process for investments and future rebalancing aligned with the project draw schedule. Because the City is not utilizing an independent registered municipal advisor, selected broker-dealers will not have an exemption from the Municipal Advisor Rule. To be considered for the Approved List, firms must submit a detailed 20-question questionnaire and a signed Certificate of Receipt and Understanding of the City's Investment Policy, which defines all permissible investments. Key requirements include being licensed to do business in California, maintaining FINRA registration and compliance with SEC Rule 15c3-1, and adhering to MSRB Rule G-37 regarding political contributions. Applicants must provide comprehensive documentation, including FOCUS reports, audited financial statements, trading resolutions, and FINRA reports for account representatives. Responses are due by October 9, 2026, via the OpenGov procurement portal.

EXT AIR | 50433 Credit Liquidity and Bond Purchase
Solicitation # SFGOV-0000011971
The San Francisco International Airport is seeking to establish a prequalified pool of commercial banks and financial institutions capable of providing credit or liquidity facilities to support the issuance of its bonds and commercial paper notes, or directly purchasing those bonds. This solicitation, identified as RFQ 50433, is open for proposals until May 31, 2028, but remains accessible through the date that is two months before the pool’s expiration, with submissions accepted via the Airport’s e-Procurement Portal. Proposers must demonstrate their financial stability and creditworthiness, and while prequalification does not guarantee a contract, it allows the Airport to select participants on an as-needed basis at its sole discretion. The initiative aims to secure reliable financial partners capable of ensuring liquidity and market confidence for the Airport’s debt instruments. The solicitation is administered by the City and County of San Francisco through its Airport Commission, with primary contact information provided through Matthew Lau and Alfy Wong. Although the initial proposal deadline is listed as August 21, 2026, the overall procurement period extends through June 1, 2031, allowing for a long-term engagement window. Participation requires submission of detailed information on institutional ratings and capacity to fulfill the financial obligations outlined, and all proposals must be submitted through the designated portal. Prequalified entities will be evaluated based on financial strength, market reputation, and ability to respond promptly when the Airport requires funding support, but no binding agreements are created through this process. The Airport retains full authority to determine the timing, size, and terms of any future transactions with members of the prequalified pool.
