City Hall Cafe Lease AgreementThe City of Fresno has entered into a lease agreement with Vatche Moukhtarian for 1,852 square feet of space at City Hall to operate a café, continuing a prior use that existed before the pandemic. The project involves no new construction, ground disturbance, or expansion of capacity beyond what was previously approved and operationally established in the existing facility. The space was previously occupied by other café vendors, and the current proposal merely reactivates the same use without altering the physical structure or increasing environmental impact. Existing elements on the property, including two portable classrooms, a gated playground, and two storage containers owned by a prior tenant, remain unaffected and are not part of any change to the scope. The project qualifies for a categorical exemption under CEQA Section 15301/Class 1, as it involves the leasing of an existing public facility for a use that has historically occurred there, with no significant change in scale or environmental footprint. None of the exceptions to categorical exemptions under CEQA Guidelines Section 15300.2 apply, and the location is not deemed environmentally sensitive. The agreement does not require any new permits, infrastructure improvements, or modifications beyond routine maintenance and operational continuity. The City’s point of contact for the lease includes Desiree Naranjo and Brian Barr, with Vatche Moukhtarian listed as the tenant, and the contract remains consistent with prior approvals and environmental compliance standards.
