Psychological Screening Services

The City of Tampa is soliciting proposals for professional psychological screening and consultation services to support the Tampa Police Department and Tampa Fire Rescue. The primary objective is to conduct pre-employment psychological screenings, including written tests and in-person interviews, for approximately 80 police and 30 firefighter applicants annually, as well as evaluations for special unit assignments such as Narcotics, K-9, and the Bomb Squad. Beyond screenings, the selected contractor will provide emergency on-call counseling for traumatic incidents, technical assistance for hostage negotiation and criminal profiling, and consultation on training and development programs. Services must be performed by licensed doctoral-level clinical psychologists experienced in public safety evaluations and adhering to American Psychological Association standards. The contract is for a base term of one year, with the City reserving the right to unilaterally extend the term for up to three additional 30-day periods. The contractor must maintain a facility within 20 miles of Old City Hall in Tampa and adhere to strict responsiveness standards, including acknowledging appointment requests within 24 hours and attempting to see employees within 72 hours. Results for general screenings are due within one week, while preliminary fitness-for-duty results must be delivered via secured email within 24 hours. Proposals are evaluated on a points-based system, with up to 15 points available for Small Local Business Enterprise participation. Compliance with HIPAA, the Americans with Disabilities Act, and Florida's Local Government Prompt Payment Act is mandatory.
