The contract requires the performance of the T SPOT.TB assay, daily specimen pickup, secure transport, and full compliance with CLIA, CAP, and VA reporting standards. Quest Diagnostics is identified as the only responsible source capable of meeting all technical, regulatory, logistical, and stability requirements necessary to ensure timely and reliable testing without compromising VA screening operations. This decision is based on the unique combination of accreditation, validated assay performance, strict specimen stability windows, and daily courier logistics that no other provider can currently fulfill without introducing unacceptable risk. This notice serves as a formal announcement of intent to proceed without competition under FAR 6.302-1, but it invites interested parties to submit clear and convincing evidence demonstrating their ability to meet all requirements by July 26, 2026, at 7:00 a.m. CST. Responses must be submitted via email in Microsoft Word or PDF format to Contract Specialist William Shaver and must include documented proof of in-house assay capability, current CLIA and CAP accreditation, daily courier services, adherence to specimen stability timelines, and full compliance with VA reporting protocols. The Government will not acknowledge receipt or provide feedback on submissions, will not compensate for information provided, and retains full discretion to proceed with the sole source award regardless of any responses received. No telephone inquiries will be accepted, and this notice does not create any obligation on the part of the Government to award a contract.
