Responses must clearly demonstrate technical expertise, experience, and capacity to perform the specified upgrades and software migrations, including detailed background on past performance supporting similar nuclear or laboratory environments. Submissions will not be returned, and only responsible sources registered in the System for Award Management are eligible for award. The government will not assume any costs incurred in preparing responses, and no procurement will be issued unless the responses fail to provide sufficient justification for maintaining sole-source status.
