The Social Security Administration (SSA) completed a Competitive Sourcing Study under OMB Circular A-76 and announced that the low-cost provider for the activity is the agency’s own government employees. The study focused on the receipt and metering of folders and letter mail for dispatch to the U.S. Postal Service at the Office of Central Operations located at 1500 Woodlawn Drive in Baltimore, Maryland. This streamlined competition began on March 6, 2006, and involved three full-time government personnel currently performing the activity. The performance decision was officially certified on May 1, 2006, and instead of issuing a solicitation, a Letter of Obligation between the agency provider and SSA will be established. Key administrative contacts include Commissioner Jo Anne B. Barnhart overseeing the Competitive Sourcing Office, Contracting Officer Jacqueline Lessig, and Agency Tendering Officer Calvin Porter. All inquiries related to the study are to be directed exclusively via email to Jacqueline Lessig, with no phone inquiries accepted. The contract is classified under NAICS code 561431 and managed by the SSA Office of Acquisition Grants, based in Baltimore, Maryland. The notice serves as a formal public announcement of the study’s conclusion and performance decision but does not represent a solicitation for new bids.
