The Department of Veterans Affairs, VISN 7, plans to award a sole-source contract to Mauricio Ponce for Human Resources Consulting and Training services at the Atlanta VA Medical Center and associated Community-Based Outpatient Clinics (CBOCs). This contract stems from a significant 50% turnover rate over the past four months within the Employee and Labor Relations (ER/LR) unit, which has hindered the Human Resources Management Service’s ability to manage workload timely and effectively. The contractor will address this by reducing a backlog of eight pending removal and ten pending suspension actions, while also providing essential ER/LR training to supervisors and managers to better equip the growing workforce. The contractor's responsibilities include performing a variety of administrative, research, teaching, and coordination tasks to support the Atlanta HRMS. This involves expert analysis and coordination related to ER/LR personnel actions and projects, advising management on complex problems, and developing solutions for program improvement. Interested parties may submit capability statements and technical data, including cost information, though this notice is not a solicitation for competitive proposals. The acquisition follows simplified procedures under NAICS code 541612 with no set-aside restrictions and aims to improve core HR services within the medical center.
