The Centers for Disease Control and Prevention (CDC) plans to award a sole source Purchase Order to Keynote Systems, located in San Mateo, California, for licensing a web-based remote usability service. This service allows CDC to conduct usability testing remotely without collecting any personal identification data, and it requires users to obtain the necessary clearances before performing studies. Unlike typical software installations on CDC servers, this solution operates on Keynote's servers, granting CDC access to remote testing environments that extend its reach beyond laboratory settings. Keynote Systems is uniquely positioned to meet CDC’s requirements due to its exclusive capability to offer these remote usability services, thereby broadening CDC's testing opportunities with customers in various locations. The anticipated award date for this contract is September 20, 2007, and no competitive solicitation will be issued, as this is a sole source procurement. However, other firms who believe they can fulfill the requirement are invited to submit a written notification and capability statement to the contracting office by noon eastern time on the award date. The government will consider such submissions solely to decide whether to proceed competitively. For further inquiries, interested parties can contact the Contract Specialist, Pamela J Bolling, via email or fax. This contract aligns with NAICS code 541511, which encompasses custom computer programming services.

The Centers for Disease Control and Prevention (CDC) intends to award on a sole source basis a Purchase Order to Keynote Systems, San Mateo, California. The vendor will provide services to license a Web-based remote usability service. No personal identification data will be collected through this service. Users of the service will need to obtain appropriate clearances before conducting studies. This service is not installed on CDC servers. The software resides on Keynote servers. CDC simply has access to these services. Keynote provides the ONLY remote usability service that allows CDC to reach customers outside of the laboratory. The test environment comes to them and gives CDC access to a wider range of test opportunities. By virtue, Keynote Systems is uniquely qualified and capable of carrying out the requirement of this proposed purchase order. The anticipated award date is September 20, 2007. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide this requirement are encouraged to identify themselves and give written notification, as well as, a capability statement to the contracting office by 12:00 p.m. eastern standard time September 20, 2007. A determination by the Government not to compete the proposed actions based on responses to this notice is solely within its discretion. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement.
