The Department of Transportation’s Research and Innovative Technology Administration (RITA) is conducting a streamlined competition under OMB Circular A-76 to evaluate administrative and technical support services currently performed by government employees at the Transportation Safety Institute in Oklahoma City, involving 8 full-time equivalents. This competition aims to determine whether contracting out these services would be more cost-effective than continuing government in-house performance. It is important to note that this announcement does not request proposals, nor does it guarantee that a contract will be awarded, as any solicitation will depend on the outcome of the cost comparison. The competition is managed by key officials including the RITA Competitive Sourcing Official Eric Peterson, the Agency Tender Official Diana Story, and Contracting Officer Mark Welch. The process is expected to conclude by July 31, 2005. The effort focuses on administrative and technical support classified under NAICS code 561110. Although currently in a sources-sought phase as of May 2005, no solicitation has been issued, and all potential actions hinge on the cost-effectiveness assessment between federal personnel and contractors.
