The Defense Advanced Research Projects Agency (DARPA) plans to negotiate a contract with Career Management International (CMI), based in Houston, TX, to deliver Career Transition Training Services specifically tailored for departing DARPA staff. This contract involves the analysis, assessment, and development of a comprehensive transition program designed to support staff as they leave the agency. The government has determined that CMI possesses unique capabilities essential to meeting DARPA’s specific needs, and awarding this contract to another source could cause unacceptable delays in transition planning. The contract duration is set for 36 months, including two one-year option periods, and will be executed as a sole-source agreement under FAR 6.302-1 without a formal solicitation. Although no solicitation will be issued and requests for solicitation documents will not be responded to, DARPA invites all capable and interested sources to submit statements of capability within thirty days after the synopsis publication date. Such submissions will be reviewed to determine whether to pursue a competitive procurement, though the final decision to proceed with competition rests solely with the government. The contracting officer managing this action is Douglas M. Pollock of the DARPA Contracts Management Office, and the contract is categorized under NAICS code 541612, related to human resources and career development services. The office is located in Arlington, VA, with all associated communications directed through official DARPA channels.

Full Description

The Defense Advanced Research Projects Agency (DARPA) intends to negotiate with Career Management International (CMI), Houston, TX, to provide Career Transition Training Services to DARPA Staff. This task includes analysis, assessment, and evaluation of the development of an integrated DARPA Staff transition program focused on providing Career Transition Training services for departing DARPA Staff. The proposed contract action is for supplies or services for which the Government intends to negotiate with only one source under the authority of FAR 6.302-1 in that there is a reasonable basis to conclude that (1) the agency's minimum needs can only be satisfied by CMI with its unique capabilities, and (2) award to any other source would result in unacceptable delays in fulfilling the agency's requirements for transition planning. Duration of this effort will be 36 months (including two one-year options). No solicitation is available and requests for same will not receive a response; however, all responsible sources may identify their interest by submitting a statement of capability to respond to the requirement. Although this notice of intent is not a request for competitive proposals, all capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Government-Wide Numbered Notes 25 and 26.

Protein Palace Proposers Day
Solicitation # DARPA-SN-27-01
The Defense Advanced Research Projects Agency (DARPA) is initiating the Protein Palace program to develop a universal, tunable protein purification platform. This initiative aims to replace the traditional lock-and-key paradigm with a system capable of purifying multiple proteins from a single system by leveraging unique physicochemical characteristics to improve biomanufacturing specificity, generalizability, and scalability. The program is structured into two distinct phases: a 24-month Phase 1 focused on proving the feasibility of specificity and generalizability by separating eight different proteins, followed by an 18-month Phase 2 focused on scalability and throughput, which requires demonstrating the platform on two additional proteins that are difficult to purify using current state-of-the-art methods. To support this effort, DARPA is hosting an in-person Proposers Day on November 17, 2026, from 9:00 a.m. to 4:00 p.m. ET at the Executive Conference Center in Arlington, Virginia. This event is unclassified, and all attendees must provide government-issued photo identification. While the current Special Notice DARPA-SN-27-01 and its subsequent amendment serve as information and planning tools rather than a formal solicitation, DARPA anticipates releasing the full solicitation on sam.gov prior to the event. Interested parties must meet the registration deadline of November 9, 2026, to attend the session.
