AI Contract Overview

The contract involves conducting market research to support a possible commercial activities competition under OMB Circular A-76 for computing services provided to Virtual Systems Command (VSYSCOM). The research aims to validate the scope and grouping of functions, determine the appropriate NAICS code (541511), and assess the availability of commercial sources, including small businesses, that could meet the Department of Navy’s computing service requirements. These services encompass systems support, data management, information security, application software engineering, systems analysis, technical and functional systems support, enterprise management, systems administration, and system runs execution. Locations currently performing this work include San Diego, Patuxent River, Jacksonville, Cherry Point, and Indian Head. This preliminary planning process follows guidelines from OPNAVINST 4860.7D, OMB Circular A-76, and the Federal Acquisition Regulation, with the objective of determining whether these computing services will be more cost-effectively provided by commercial contractors or continue under federal workforce management as a More Efficient Organization (MEO). The market research consists of distributing questionnaires to gather relevant information from potential commercial entities, which will not be used to evaluate any future proposals. Should the research justify it, a formal solicitation may be issued. The effort is managed by Warden Associates, Inc. for the Department of Navy, with points of contact available for questions and survey submissions.
