AI Contract Overview
The Veterans Health Administration’s Program Contracting Activity Central is conducting market research through a Sources Sought notice to identify qualified vendors capable of providing enterprise-wide, web-based access to a curated selection of medical journals—including the Journal of Clinical Oncology, Journal of Clinical Psychiatry, and the RadioGraphics & Radiology Combo—across the entire VA healthcare system. This is not a solicitation or binding obligation but a pre-solicitation effort to assess industry capability, determine potential small business set-asides, and gather information on authorized resellers and GSA contract holders. Respondents must provide full entity details including UEI number, point of contact information, and indicate eligibility for small business programs under NAICS code 519290 with a 1,000-employee size standard. Participation in programs such as HUBZone, 8(a), SDB, WOSB, SDVOSB, or VOSB must be explicitly declared, and resellers must supply current, signed publisher authorization no older than two years. Those using a GSA contract must disclose the contract number. Crucially, all respondents are required to detail compliance with subcontracting limitations under FAR 52.219-14 for small business set-asides or VAAR 852.219-75 for SDVOSB/VOSB set-asides, clearly outlining the percentage of contract value to be performed by the prime contractor versus subcontractors, broken down by labor, materials, and other direct costs. Technical requirements include immediate, embargo-free full-text access to all articles, seamless integration with VA’s IP authentication systems and LibLynx authentication platforms (157.230.189.45 and 162.243.143.27), unrestricted simultaneous user access for all VA sites and remote VPN users, and permission for internal sharing of articles among VA personnel. The anticipated contract period is twelve months, from April 3, 2026, to April 2, 2027, with a firm-fixed-price structure expected if a procurement follows. Responses must be submitted exclusively via email to Erich Hoffman at Erich.Hoffman@va.gov by 1:00 p.m. Eastern Time on May 20, 2026, with the subject line formatted to include the solicitation number, project identifier, and title. No physical delivery, packaging, or inspection requirements apply; all deliverables
