DoD National Geographic & Chilton Subscription

The Department of Defense, through the Air Force Life Cycle Management Center in San Antonio, Texas, is seeking sources for a digital subscription service to support the DoW Library Program with Chilton’s Auto Repair Manuals and National Geographic content. The requirement spans full-text access to Chilton’s database covering over 2,600 vehicle makes and models, including repair guides, diagrams, videos, animations, troubleshooting tools, and ASE test prep materials, all tailored for DIY repair users. Concurrently, the National Geographic subscription must provide unrestricted access to its complete archive dating back to 1888, encompassing magazines, books, maps, images, videos, and specialized content from National Geographic Kids (2009 to present), People, Animals, World, and other editions, with content suitable for student education in English Language Arts, social studies, and science. All digital services must be delivered via secure platforms with TLS 1.3 and HSTS compliance, RSA 2048-bit SHA256withRSA encryption, and integration with EBSCO Stacks, alongside mobile app functionality enabling offline access, annotations, citation exports, and user account linking to Google and Microsoft services. Proposals must include the vendor’s CAGE Code or Unique Entity ID, business size classification under NAICS 519290, socioeconomic status disclosures such as WOSB, SDVOSB, or HUBZone status, and a capabilities statement. Any alternative products must clearly demonstrate equivalence to the specified requirements, including unlimited simultaneous users, backfile continuity, COUNTER 5 usage reporting segmented by military branch, and SAML-based single sign-on. The contract will have a one-year base period from 15 June 2026 to 14 June 2027 with two optional one-year renewals, though pricing details are not included in this market research notice.
