AI Contract Overview
The Recreation One Stop Support Services solicitation, identified by solicitation number 12760426Q0021, is a pre-solicitation Request for Information (RFI) issued by the USDA Forest Service to gather industry feedback on draft procurement documents for the next iteration of Recreation.gov services, with the current contract set to expire on September 30, 2028. The RFI, posted on May 20, 2026, and with a response deadline of May 21, 2026, seeks input on draft components including the Statement of Objectives, Proposal Instructions, Evaluation Criteria, CLIN structure, and Business Rules, none of which are finalized. The solicitation is categorized under NAICS code 561599 and is administered from Albuquerque, New Mexico, with primary points of contact James Bailey and Katherine Pasini. No formal FAR clauses are included in the RFI, as it is a pre-solicitation activity, and no contract type has been determined, though the anticipated future contract will feature a five-year base period with up to five one-year option periods. The scope of work centers on developing, operating, and maintaining a modern, secure, user-centered digital platform for public recreation services, including reservations, financial transactions, customer support, and data analytics, with stringent compliance requirements including FedRAMP Moderate certification, Section 508 accessibility, PCI DSS, NIST standards, and adherence to the 21st Century IDEA Act and OMB M-23-22. Evaluation of future proposals will follow a best-value tradeoff approach, prioritizing technical merit over price, with factors ranked in descending importance: Corporate Experience, Virtual Oral Presentation and Demonstration, Technical Approach, Management and Staffing, Past Performance, Performance Work Statement and Quality Assurance Surveillance Plan, and Price. Price will not be rated but will be assessed for fairness, reasonableness, and realism, with small business subcontracting plans mandatory for large businesses and non-compliance leading to disqualification. Offerors must provide a Unique Entity ID, active CAGE Code, SAM.gov registration, and self-certify size status; if classified as other than small business, a detailed small business subcontracting plan is required. Security requirements are extensive, mandating FedRAMP-compliant hosting, USDA Authority to Operate, Login.gov integration, MFA, a comprehensive security plan, and adherence to Privacy Act and SORN requirements.
